According to Croatia’s Ministry of Finance, the country plans to change its laws to fight black market gambling.

These changes should affect Croatia’s gambling laws to become safer for players and more efficient for the government.

The government will better control gambling licenses and ensure all operators follow the rules. It also wants to collect higher taxes from gambling businesses, thus improving public finances.

Key changes in the new gambling laws

With the new laws, it will be much harder for illegal gambling platforms to operate in Croatia. The licensing process will be more rigorous, and all gambling companies will have to meet strict standards before offering services. This will also help the government track earnings and ensure businesses are paying the right amount of tax.

Another big part of the change is protecting minors. The Croatian government is introducing tougher rules to prevent people under 18 from gambling. Online platforms will need to check age and identity more carefully. Daily gambling advertising will be forbidden, and ads must not be shown to minors.

Higher focus on player safety

The new laws should also offer better player protection. Gambling operators must provide helpful tools to players, like allowing them to self-exclude. The new rules will also ban self-service betting terminals in public places.

These changes should make the gambling market in Croatia safer and more transparent for everyone. They are planned to come into force on 1st January 2026, but government officials predict they will become effective even before that date.
