Thai Police Expand Shuffle Crypto Casino Investigation With Data From Three Exchanges Featured News Image

Summary

  • Thai police establish 80 investigative teams to examine cryptocurrency transactions linked to offshore casino Shuffle
  • Binance TH, Bitkub and Maxbit provide transaction data potentially connecting Thai customers to Shuffle
  • Lawmakers question enforcement delays as authorities investigate potential gambling offenses involving cryptocurrency and overseas operators

Thailand’s cyber police have obtained cryptocurrency transaction records from three digital-asset exchanges as they expand an investigation into Shuffle.com, an offshore crypto casino and sportsbook.

Police Major General Siriwat Deepho confirmed the development on November 2, announcing that authorities had established 80 investigative teams to examine potential gambling offenses and trace transactions linked to the Curaçao-based operator.

The announcement follows an October 29 parliamentary hearing where lawmakers questioned delays in the investigation.

Thai Exchanges Identify Millions in Shuffle-Linked Transactions

Financial information presented to Thailand’s House Committee on Legal Affairs, Justice and Human Rights has provided investigators with several leads.

Gulf Binance, which operates Binance TH, reportedly identified two cryptocurrency wallets associated with Shuffle and transactions involving 44 customers.

According to committee chair Rangsiman Rome, the wallets were connected to more than 400 transactions totaling approximately 3.8 million baht ($113,000) over two years.

Bitkub reportedly identified more than 100 million baht in related transactions involving 49 customers, while Maxbit reported at least 200,000 baht.

Former lawmaker Sirichok Sopha said four of Thailand’s nine digital-asset operators had identified blockchain connections involving Shuffle.

However, these findings do not establish wrongdoing by the exchanges or prove that every transaction involved illegal gambling. The figures may also include transfers in both directions and should not be treated as confirmed gambling revenue.

Why the Shuffle Investigation Is More Complex

Siriwat explained that Shuffle differs from illegal gambling websites that rely on Thai bank accounts to process deposits and withdrawals.

The platform operates overseas and accepts cryptocurrency, making it harder for investigators to link transactions to specific individuals and establish potential offenses.

Police have cited Section 5 of Thailand’s Criminal Code when explaining the jurisdictional challenges.

According to Siriwat, investigators intend to establish evidence of gambling activity involving people in Thailand before pursuing potential offenses committed by overseas organizers.

This approach could help establish a domestic connection to the alleged offenses, although the authorities have not indicated when proceedings against the operator might follow.

Siriwat also denied that police had neglected the investigation, saying work was underway before the case attracted significant media attention.

Lawmakers Question Enforcement Delays

During the October 29 hearing, committee chair Rangsiman Rome questioned why authorities had not progressed further despite receiving transaction information from cryptocurrency exchanges.

Police reportedly maintained that wallet transfers alone were insufficient to prove that individual customers had placed illegal wagers.

The disagreement highlights a challenge for cryptocurrency gambling investigations: blockchain records can reveal financial activity without necessarily establishing its purpose.

The Department of Special Investigation (DSI) is separately examining whether to accept the Shuffle investigation as a special case, potentially involving Thailand’s Securities and Exchange Commission.

The case has also attracted political attention over reported business connections involving the husband of lawmaker Suchada Zhang Thaensap.

Suchada has denied allegations linking the couple to criminal networks. Authorities have not publicly established wrongdoing by either individual.

What the Investigation Means for Offshore Crypto Casinos

Thailand’s Ministry of Digital Economy and Society previously announced measures to block access to Shuffle.com as part of its enforcement against unauthorized online gambling.

However, restricting access to a website and prosecuting an overseas operator present different challenges.

The investigation could illustrate how Thai authorities use exchange records to identify customers and build cases involving offshore cryptocurrency gambling platforms.

While blockchain transactions are often publicly traceable, linking wallet addresses to individuals generally requires additional information from exchanges.
